Our Founders

David Florman

David Florman

Partner

Before founding Florman Tannen, David spent over 15 years in senior management with payers such as Aetna, Anthem, and UnitedHealth Group. Prior to that, he held executive positions on the provider side at leading academic medical centers and community hospitals. These decades of experience arm him with a well-rounded perspective and understanding of the issues affecting healthcare today. David has served as chair of the New York State Health Plan Association and has held faculty positions at New York University, Adelphi University, New York Medical College, and the City University of New York.

Arnie Tannen

Arnie Tannen

Partner

Arnie held senior leadership positions with Aetna and Horizon Blue Cross, where in both cases he was responsible for regional provider network strategy and contracting. Clients profit from Arnie’s experience launching Northwell Health’s Cohen Children’s Hospital, as well as serving as COO at Long Island College Hospital. His diverse background also includes management positions with a federally funded regional planning agency and a software systems corporation specializing in behavioral health.

Principal

Linda joined the FT team in 2016 after almost thirty years in network management with UnitedHealthcare, Health Net, Aetna, and more. Linda brings a wealth of expertise and relationships with payers in New York, New Jersey, and beyond. Clients consistently appreciate Linda’s highly effective, pragmatic approach to contract negotiation and issue resolution.

Tara Merrill

Tara Merrill

Principal

Tara has been with FT since 2011. She has leadership experience on the provider, payer, and vendor sides of the industry, including at UnitedHealthcare, Harvard Pilgrim Health Care, and specialty management organizations. She has over twenty years of managed care contracting expertise, and excels at presenting well-researched insights in support of her clients.

Marc Florman

Principal

Marc rejoined FT full time in 2018. He excels at strategy and contract negotiation, and works with growth-minded providers in nine states. Marc has extensive experience in federal litigation, start-ups, and sales. He earned a bachelor’s from Yale University and a J.D. from Loyola University New Orleans College of Law.

Stuart Segal

Stuart Segal

Principal

After beginning his career in public health, Stu was recruited by US Healthcare (later acquired by Aetna). There, he grew a $1B internal behavioral health business and served as the executive-in-charge of two major health plan acquisitions. Following Aetna, Stu has launched behavioral health programs across the country and has held senior leadership roles with several national and large regional payers.

Mirais Holden

Mirais Holden

Principal

Mirais joined FT in 2019. In addition to her roles in managed care contracting and support, she is a Certified Executive Coach with significant experience coaching organizational leaders, entrepreneurs, and other professionals. She has a bachelor’s from Drew University and a J.D. from Loyola University New Orleans College of Law, with experience in complex commercial litigation.

Judy Roman

Principal

Judy joined FT in 2023. She has held senior management positions at United, Empire Blue Cross and Independence Blue Cross providing executive leadership, P&L responsibility, vision, and strategy for establishing partnerships with healthcare providers, developing web provider portal solutions, managing ancillary negotiations, and improving network operations. A New Jersey native, Judy has held various Board positions including first Chairwoman of the Board, Chamber of Commerce Southern New Jersey, Special Olympics New Jersey, and currently sits on the Board of Trustees of Shore Medical Center.

Rebeca Sisk

Associate

Rebeca joined the FT team in 2022. Rebeca holds a Bachelors degree in Healthcare Management from Campbell University, combined with a Masters in Business Administration from the University of Mount Olive. Rebeca comes with a wealth of knowledge regarding managed care strategy, healthcare acquisition, and de novo growth from a national leading urgent care provider and high growth behavioral health provider.

Sarah Guevara

Associate

Sarah joined FT in 2024 after working 25 years on both the payer and provider sides of healthcare. Her experience comes from working for a multi-state health system with over $1B in revenue and managing revenue cycle for a national urgent care provider. She excels at translating between payers and providers, identifying root causes of complex revenue cycle issues, and solving these issues through either provider relations or contractual updates. Sarah is an expert at navigating both formal and informal appeals processes and managing high value special claims projects. When she's not working, you'll find her watching horror films and wishing for more snow.
